I'd personally go for the electric motor. In the city, a 4-stroke engine's fuel consumption is reasonable, but the cost and frequency of refueling are still a weak point compared to charging at home or at public stations. A 2-stroke engine, although lightweight and responsive, is noisy, produces more emissions, and requires more frequent maintenance (oil and gasoline mix, carburetor adjustments), which doesn't pay off in urban traffic. The electric one, besides offering instant torque that makes starting at traffic lights easier, significantly reduces noise and almost eliminates regular mechanical maintenance; you just need to keep an eye on the battery and the management system. In short, the main advantage of the electric motor is operational efficiency and daily convenience, something that, for me, as someone who spends a lot of time in traffic, outweighs the raw power of a combustion engine.

I’d go for an electric motor, since its power consumption is almost zero and the noise is practically nonexistent—unlike 2-stroke engines, which burn more fuel, and 4-stroke ones, which need more upkeep. Plus, it has fewer moving parts, so maintenance is much simpler compared to combustion engines.

For the city, I'd go with an electric motor. In my tests with the car I have left, the difference between an electric motor and a combustion one is similar: consumption is practically zero, maintenance is reduced to checking the battery and the regenerative braking system, and the noise is negligible, which makes going through residential areas much more comfortable. Plus, the instant power of the electric motor makes accelerating in urban traffic easier without having to shift gears constantly. As for the total cost, although the initial investment is usually higher, the savings on fuel and periodic check-ups (no oil, spark plugs, or filters to replace) quickly make up for it, especially if the bike is used daily and charged at home or at the office. All in all, the electric motor seems to me the most practical and sustainable option for urban use.
