So the system already works like that; this scandal is basically a balloon that suddenly burst. As for who’ll get caught, the easiest target in my opinion will be private banks. They’re already under scrutiny, and if someone brings their system down (which this scandal seems poised to do), it goes straight to the CEOs and corporate executives.
