Budget PC components: which path is more logical?

Friends, I'm thinking about building a new budget PC, but I'm not sure which option makes the most sense. 1) Buying everything second-hand and upgrading (budget could be around X). 2) Getting a new cheap GPU and using my old CPU/PSU. 3) Starting from scratch with a new entry-level system. I'd appreciate it if you could also share your reasoning. Thanks!

I did something similar recently with a budget of around 1500-1800 TL. I started with Option 2 because I already had a good CPU (i5-4590) and a 550W PSU. I bought a used RX 570 8GB for around 1600 TL, and the system runs perfectly fine. I played Overwatch at 60+ fps with no issues. If I had tried to upgrade everything second-hand within the same budget, I could only afford a decent GPU + 8GB RAM + SSD, which would still leave me with a 4800p setup—a serious performance limitation. But as I said, if you already have a usable CPU and PSU, investing in a new GPU is the most logical choice. The advantage over Option 1 is a guaranteed system with fewer long-term issues. As for Option 3, starting from scratch with a new build can be very limiting within this budget—even the cheapest new systems often come with problematic GPUs. From my experience, Option 2 is the most efficient route.
