In a budget PC, the SSD is the real speed factor – the operating system and programs start up much faster when they're on an NVMe or SATA SSD. 8 GB of RAM is enough for most office tasks, browsing with multiple tabs, and light gaming, as long as the system is supported by a fast SSD. However, if you frequently run many programs at once or use resource-intensive games/development environments, it's worth upgrading to 16 GB of RAM, but even then, the operating system should still be on an SSD, with the HDD only serving large data volumes. From my own experience: I initially built a PC with 8 GB RAM + 250 GB SSD and was very satisfied with the response time; the system felt smooth, and I got a separate 1 TB HDD for media and backups. It wasn't until I started working on more demanding projects (e.g., 3D rendering) that I upgraded to 16 GB RAM, which noticeably improved multitasking performance, while the SSD continued to handle the most important programs. If the budget is tight, prioritize an SSD and 8 GB RAM first, and add RAM or an HDD for extra storage later if needed.

The extra RAM eliminates stuttering when you have a few tabs or a Home Assistant instance running alongside a game or media player, while the SSD keeps the OS, your containers, and any frequently-accessed data loading instantly. If the SSD price is still a pinch, you can start with 8GB RAM and a 256GB SSD for the OS, then add a cheap 1TB HDD for bulk storage (movies, downloads, backups). Just make sure the primary drive (the SSD) holds the OS and any Home Assistant database—the speed boost there is far more noticeable than the extra gigabytes of cheap HDD space.
