I think you should put that money into a GPU, bro 😅 You can upgrade the CPU and RAM later, but swapping out the graphics card is insanely hard... Grab a 5,000‑TL GPU and make it work for another 1–2 years, then if your CPU is also a problem you can replace it. Get as much SSD and RAM as you need—like, why would you even need 16 GB of RAM, man 😂
