Is there anyone here who builds low-budget PCs? Which approach do you prefer?

Which route do you usually take when building a new budget PC? 1) Reusing existing components (e.g., old CPU/GPU/RAM) and just upgrading the missing parts, 2) buying entirely new budget-friendly components from scratch, or 3) hunting for second-hand high-quality parts to upgrade? Why do you prefer this method? Would love to hear your experiences!

I used to always build completely new systems and blow the budget, but in the last few times I’ve gone the second-hand route. I’m not going overboard like I used to—with limited RAM and SSD capacity, performance doesn’t tank too badly, and beyond that, you’re mostly limited by the CPU anyway in these kinds of budgets. For example, old cards like the GeForce GTX 1060 6GB or RX 580 still easily hit 50-60fps at 1080p, and the price drops to a third of what it used to be. Of course, when buying second-hand, thermal imaging and stress testing are a must—otherwise, you might end up with sudden shutdowns down the line. Buying new components only really has an advantage when it comes to stability. For instance, you can still find DDR4 RAM for around 1000₺, so there’s no need to go second-hand. And once SSDs got cheaper, instead of shelling out 1500₺ for a 1TB drive, I’d just wipe an old HDD, transfer it to an LFF, and move a small M.2 to the new build. But if the budget drops below 4000₺, I swear I’m back to relying on an old graphics card—when an RTX 3060 costs the same, it makes more sense to me to make do with a 3-4-year-old GPU and game at 1080p.
