Which approach do you prefer when building a low-budget system? 1) Balancing by optimizing only the hardware and spending less, 2) Following a performance- and budget-friendly path with ready second-hand parts, or 3) Accumulating all new components for long-term advantages? So, which of these three would you choose, and what specific factors do you pay attention to?

If my budget is tight, I go for second-hand parts, especially for the CPU, RAM, and GPU. You can build a system that will last for years with a good second-hand processor and 16GB of RAM. But the most important thing here is to thoroughly inspect the condition of the parts, check the warranty, and test them on-site if possible. I recently built a system with an 8th-gen i7, 16GB RAM, and a GTX 1050 Ti for around 5000₺, and it handles gaming and office work just fine. I wouldn’t buy any of the other three options, but in the long run, getting all new components might make sense if the budget allows. For example, I’d prefer to pay for the graphics card in installments and buy the rest new, so at least you’re future-proofing the GPU. However, if you prioritize warranty and stability, a new CPU+mobo+RAM combo is the safest bet. Prices in the market range from 3000-4000₺ depending on the budget.
