FAT16 on Windows 95 uses a 16‑bit entry for each cluster, so the size of a cluster is limited to 32 KB (the largest practical value) and the total number of clusters can’t exceed 65 536. That caps the maximum volume size at roughly 2 GB (2 GB ≈ 65 536 × 32 KB). The file allocation table itself is a simple array stored twice on the disk for redundancy; each entry either points to the next cluster in a chain, marks the end of a file, or indicates a free cluster. Because there’s no built‑in support for permissions, compression, or journaling, the structure is extremely lightweight and can be read by virtually any operating system, including older BIOS‑level bootloaders. Compared to modern NTFS, FAT16 lacks security ACLs, compression, encryption, and a 64‑bit address space, but its simplicity makes it ideal for small, removable media (floppy disks, legacy USB drives, embedded devices) where low overhead and broad compatibility outweigh the need for advanced features. It’s also useful in boot partitions for older hardware that can’t read NTFS, or in microcontroller‑based systems where the code size and RAM budget can’t accommodate a full NTFS driver. In those niche cases—tiny storage, cross‑platform portability, or legacy boot requirements—FAT16 still has a place despite being eclipsed by NTFS for general‑purpose computing.
